Across multiple live systems we have found vendor defaults running end to end, with key thresholds sitting at the bottom of their range and offsets set so nothing ever fires. Every feature reads as enabled in the configuration. None of them could actually trigger. Devices were reaching the right band by luck rather than by design. This is not rare. It is what happens when the acceptance criteria are written by the party being tested.

Fleet migrations that work for ninety-five percent

Device fleet migrations, including network identity and credential changes, fail on validation and sequencing rather than on technology. The failure mode is not that it does not work. It is that it works for most of the fleet, and you are left sending crews to touch the rest by hand in the field.
